So it turns out that perhaps my meter reader has been broken since I moved in. The city finally got around to determining that it might be a problem for them. So over the holidays the upgraded the old reader with this radio transmitting meter. I suppose I shall be paying for my water from here on out, though I hadn't even realized it was broken until they fixed it. Anyhow, the future is now.
